VCDC (Village Council Development Committee)

VCDC 

The full form of VCDC is Village Council Development Committee. VCDC is only applicable in the BTAD (BTR) area of Assam. It embodies the concept of holistic development of rural areas and the people there through optimal utilization of local resources and human resources. It covers the all-round development of human life i.e. social, economic, political, and cultural development.

Short not about VCDC (Village Council Development Committee):

1. VCDC is like Panchayat system but there is no Panchayat system in the BTC (BTR) areas.
2. VCDC has been functioning since 2006, three years later of the inception of BTC in 2003.
3. The main aim fulfilling socio-economic, educational, and linguistic aspirations and protection of land rights along with to accelerate the development of Bodos' ethnic identity and infrastructure in the BTC region.
4. It has set up two levels of institutions instead of Panchayats. TCLCC (Territorial Constituency level Coordination Committee) and VCDC respectively instead of Anchalik Panchayat and Village Panchayat.

Formation of VCDC:

1. Around 3000 to 7000 population is under one VCDC but somewhere few VCDC covering large areas exceeding more than ten to fourteen thousand population. There are also VCDC with a few numbers of villages with either less than or just over a thousand population.
2. There is no election in the VCDC system.
3. Members are nominated by BTC authority for five years term by the Council government by a supporter of existing political parties.
4. The VCDC usually prefers to consist of 14 officially nominated members.
5. Including 1 chairperson, 2 women members; 1 SC member, however, 3 farmer members; 1 BPL members; 1 Social Worker and 5 general members.
6. There is also a provision of JE (Junior Engineer), The JE basically assists them in the preparation and formulation of plans and policies related to government schemes in rural areas.
7. Meanwhile, legalizing the VCDC as a legitimate local government, BTC passed a law on July 18, 2012, called the "Bodoland Council Village Bill." Although it is The Assam government has already given its approval but it has not yet received the governor's approval.

Power and Function:

1. Power and function of VCDC Village like Panchayat.
2. The VCDC depends entirely on government grants and the mercy of the council government.
3. It plays an important role in the implementation of government schemes in rural areas.
4. It has been given greater responsibility for socio-economic development and political empowerment among the rural people through their involvement with the administration process.

Some negative result of VCDC:

• Nepotism
• Favoritism and bias
• Financial non viable
• Fewer incentives to members
• No electoral process
• corruption
• Inefficacy of members
• less accountability
• Less transparency etc.

Positive aspect:

• Though there is a negative aspect of VCDC, there also some Positive aspect of it which are mention at billow:
• VCDC has achieved moderate success in maintaining rural infrastructure like roads, culverts, school infrastructure, community resources, etc.
• It has achieved a moderate amount Transformation into housing, sanitation, other construction works and various other government projects to organize the workforce under MNREGA.

Conclusion:

It can say from the above discussion that it has two positive and negative aspects with it seeing both successes and failures some of the key areas, it is determined with responsibility. We found that VCDC has achieved modesty Success in maintaining rural infrastructure like roads, culverts, school infrastructure, community resources etc.
